Campbell Hill is named for Charles D. Campbell of Bellefontaine, who owned this land from 1898 to 1937. A marble stone marker atop the hill, set in 1900 by the U.S. Coast and Geodetic Survey, marks it as the highest point in Ohio at an elevation of 1549.09 feet. In 1951, the federal government established the 664th Aircraft Control and Warning (AC&W) Squadron here as part of the North American Air Defense Command (NORAD). Its military and civilian operators used sophisticated radar and computer equipment to locate and identify aircraft as friendly or suspicious, and relayed information to a central site in Battle Creek, Michigan. This Cold War site operated until 1969. It was converted to civilian use as a vocational education center in 1974.

The Pittsburgh No. 8 coal seam, located 100 feet below river level at Powhatan Point, extends across much of eastern Ohio, western Pennsylvania, and northern West Virginia. The Cleveland and Western Coal Company, founded by Cleveland industrialist Frank E. Taplin, opened the Powhatan No. 1 mine here in 1922 to take advantage of both river and rail transportation. It became the largest deep mine in Ohio and was the first mine in the state to be completely mechanized. Reorganized as the North American Coal Corporation in 1925, the company operated seven shaft mines in this area during the twentieth century. Four of these mines closed between 1980 and 1984 as clean air standards made locally mined high-sulfur coal difficult to market.

On March 18, 1942, four U.S. Army Air Corps pilots lost their lives within a quarter mile of this marker. Three months after Japan bombed Pearl Harbor, these pilots left Wayne County Airport near Detroit flying P-39F Airacobra pursuit planes. They were part of the Army Air Corps Ferry Command delivering new aircraft to Louisville, KY. As they entered Allen County, a blinding snow storm limited visibility and convinced flight leader Lt. Edward H. Saunders to make a U-turn to escape the perilous conditions. With ice building on their wings and windshields, all four pilots, flying in close formation, crashed their planes into the ground within seconds of each other. There were no survivors. Although these men never faced the enemy, their mission was crucial to the United States in fighting the war.

Richard E. Schreder grew up in Toledo, Ohio and graduated from the University of Toledo with a degree in Mechanical Engineering. He was a decorated navy pilot and iconic aviation figure who helped shape the American soaring movement, international glider design, and competitive soaring and piloting flight strategies. He also made high performance gliders available to a wide audience through the affordable kit production of his distinctive HP (High Performance) glider designs. These designs and Schreder’s numerous contributions to aviation and the sport of soaring are recognized as “groundbreaking and pioneering” by the Smithsonian Museum and are part of the Smithsonian National Air & Space Museum’s permanent collection. The Putnam County Pioneer Association was organized September 6, 1873, at a meeting in Kalida, Ohio. Its stated purpose was to “perpetuate the early history of our county.” Members gathered oral histories from early residents and published two volumes of Pioneer Reminiscences in 1878 and 1887. The all-day annual meeting, held every year in September, grew into a larger festival. In 1970, the Kalida Lions Club, with funds generated from the event, purchased the former Kalida Methodist Church at 201 E. Main Street and “sold” it for $10 to the Pioneer Association for use as a museum. The Pioneer Association adopted a revised constitution and changed its name to The Putnam County Historical Society in 1971. It continues to hold its annual meeting during the “Pioneer Days” weekend.

Before and during World War II, the aviation industry was vulnerable to adverse weather conditions, particularly thunderstorms. In 1945, Congress mandated the nation’s first large-scale, scientific study of thunderstorms. The Thunderstorm Project was a cooperative undertaking of the U.S. Weather Bureau, Army Air Force, Navy, and the National Advisory Committee for Aeronautics (predecessor of NASA). The first phase of the project was conducted in Florida in 1946 and the second phase in Clinton County in 1947, partly because weather fronts frequently pass through this area. Pilots from the Clinton County Army Air Force Base made many flights through storms of varying intensities and all stages of development. (Continued on other side)

Stephen and Viola Armstrong moved their family, including 13-year-old Neil and his younger siblings, June and Dean, to the house at 601 West Benton Street in 1944. Here, Neil explored his fascination with flying by reading aviation magazines and building model airplanes. Neil completed flying lessons at nearby Port Koneta airport and earned his pilot’s license on his sixteenth birthday, even before receiving a driver’s license. Neil graduated from Blume High School in 1947 and studied aeronautical engineering at Purdue University on a Navy scholarship. The Korean conflict interrupted his studies, but he left the Navy as a decorated combat pilot, flying 78 missions. After graduating from Purdue in 1955, Neil worked at what would become the NASA Glenn Research Center in Cleveland. Soon after he became a test pilot at Edwards Air Force Base in California.
