Completed in 1837, the limestone lock nine served as a catalyst for the growth of Piqua. The lock helped connect the village to Cincinnati (1837) and Toledo (1845) by way of the Miami and Erie Canal. German immigrants traveled up the canal from Cincinnati and settled within a five-block area of the lock. Industries used the lock as a source of water power and developed products as diverse as flannel, flour, and flax seed. Lock nine remained as a functioning part of the canal until its destruction during the flood of 1913.

Monroe County’s rugged terrain hindered commerce and communication during the 1800s. In the early 1870s Woodsfield businessmen, led by banker Samuel L. Mooney, promoted a narrow-gauge railroad to connect to the Baltimore and Ohio at Bellaire. Narrow gauge railroads were popular during this boom era because they cost less to build and operate than standard-gauge lines and could traverse sharp curves and steep terrain. The Bellaire and Southwestern Railway was completed through Armstrong’s Mills and Beallsville to Woodsfield in December 1879, giving Monroe County a welcome modern link to the rest of the country. Its initial success prompted its extension westward, and it was soon renamed the Bellaire, Zanesville, and Cincinnati Railway, reaching Zanesville via Caldwell in late 1883.

Miami & Erie Canal and Napoleon’s First Cemetery. The Miami & Erie Canal stretched approximately 250 miles from Cincinnati to Toledo. Napoleon and other towns on the Maumee River’s banks were on a slackwater section of the canal. Between 1825 and 1845, laborers constructed the canal using shovels, picks, wheelbarrows, and horse and mule-drawn carts. In Henry County, Napoleon, and elsewhere, German and Irish immigrants and area farmers did the work and were paid around 30 cents a day. As the canal brought more people and business to the area, villages such as Florida, Damascus, and Texas flourished and the county seat of Napoleon boomed. The canal and consequent growth took their tolls, however. Sickness and disease such as “ague” (malaria) and cholera spread and carried off many. Napoleon’s first cemetery was located in the vicinity of 500 East Clinton Street, near the route of the canal.

The Carthagena Black Cemetery (Union Cemetery) is a remnant of approximately 70 documented rural black and mulatto settlements established in Ohio before the Civil War. In the charged atmosphere following race riots in Cincinnati in 1829, Quaker abolitionist Augustus Wattles led 15 black families north in 1835. In 1837 Wattles purchased 189 acres where the cemetery is located. Headstones date from 1840, the year mulatto Charles Moore, platted the Village of Carthagena. Wattles and mulatto clergymen Sam Jones and Harrison Lee were Underground Railroad conductors. Wattles moved to Kansas in 1855. By 1860, more than 100 black and mulatto families, totaling 600 people, owned over 10,000 acres. (Continued on other side)

Asa Bushnell, former Governor of Ohio, encouraged by the light grade of the land, decided to establish the Springfield, Troy, and Piqua Railway (ST&P) in July 1904. The interurban traction line utilized sixty-pound rail and traveled over only one bridge. With direct current electricity generated in Springfield, the ST&P used four double-ended fifty-foot cars, each with a railroad roof, arch windows, GE-57 engines, and fifty-horsepower motors. The ST&P traveled from Springfield’s Fountain Square to Maitland, Hill Top, Lawrenceville, Bushnell, North Hampton, Dialton, Thackery, Proctors, Christiansburg, Brights, and Casstown and ended at Troy’s North Market Street Bridge. Later rights were granted to travel over the Great Miami River into Troy in conjunction with the Cincinnati, Hamilton, and Dayton Railway. The northwest right-of-way from Casstown to Piqua was secured but never built.

During the Indian Wars of 1790-1795, the United States built a chain of forts in the contested area of what is today western Ohio. These forts were built as a result of various tribes of the region attacking the encroaching American population as they moved north of the Ohio River. In October 1791, General Arthur St. Clair, governor of the Northwest Territory, set out on a mission to punish the tribes and on October 12, ordered his forces to build Fort Jefferson, the fourth link in that chain of forts stretching north from Fort Washington (Cincinnati) to Fort Deposit (Waterville). Each fort was generally a hard day’s march of each other, and the site was chosen because of nearness to a supply of fresh water. The fort was named in honor of Secretary of State Thomas Jefferson.

This historic village was a hub for early Ohio industry and travel. The natural geography of the area provided ideal conditions for the establishment of a variety of mills. Col. Robert Patterson, an ancestor of the founder of National Cash Register in Dayton, John Patterson, chose Clifton for the site of a woolen mill, which furnished material for the American army during the War of 1812. Davis Mill, established in 1802 and in operation today as Clifton Mill, produced meal and flour for Civil War troops. A major stop on the stagecoach trail, “The Accommodation Line,” which ran from Springfield to Cincinnati from 1827 to 1840, the village bustled with the commotion of travelers. The once flourishing industry of Clifton faded as railroad traffic bypassed the village and manufacturers left the area.

St. Joseph Catholic Church, called the cradle of the faith in Ohio, was the first Catholic church in the state. In 1809, Jacob and Catharine Dittoe deeded Father Edward Fenwick, who had traveled from Kentucky, 320 acres of ground to build the church. The original church, dedicated on December 6, 1818, by Father Fenwick and Father Nicholas Dominic Young, was a log cabin with a bare dirt floor measuring 18 feet by 22 feet. Father Fenwick was soon installed as the first Bishop of Cincinnati. Construction on the present church began in 1839.
